The restaurants should save the leftovers and then later the day set up a connection with a nearby NGO or charity, for example, any charity scheme, and give any extra food and leftovers to individuals who frantically need them.
You could likewise set up a connection with a nearby food bank. This guarantees your extra food goes to a decent home, instead of to waste.

Big corporations and small offices can keep a bin for employees to deposit not needed anymore household items. All employees take turns to deposit the bin to neighborhood agencies for distributing to needy persons or reselling for funds.
We have only 18 persons in our office and this was started by a former staff one year ago and is still active. Sometimes, people from other offices come and drop items in our 'happiness' bin.

A great number of persons from villages are migrating to the cities for sake of 'a better life' or 'a better life style'.
And if you look at the cities, for example in India, they are turning out to be one big garbage dump, full of rubble left over from shoddily 'completed' civic works. There is evidence of squalor everywhere.
