Start Small

Catastrophes or disasters come unexpectedly and have varying causes and effects.

Short and long term disruption.

And one has to plan for such possibilities well in advance.
Disaster management is discussed and planned for at length by many committees and government bodies. Approaches are varied and include ..
Involvement of public participation
Strengthening of social fabric or infrastructure
Strengthening of centers for control with a strong or known hierarchy.
Tabulation of organisations and entities that can be approached for support.
Mock drills and people engagement and broaden the participation.

All the above is good but can be an absolute waste because in a disaster situation, self-discipline is paramount. It has to be a 'culture' thing. In countries like India, where every law is flouted from the civic level up, crowd control/co-operation in a catastrophic situation is a dream.

The dream can become a reality, though - if, communities start small - such as neighbourhood watches and co-operation for security, cleanliness and ensuring that all infrastructure is as per specifications and pro-active schemes.

If the specifications state that the pillars should start from hard rock. One should dig till one finds it or else, there is the risk of the building falling (disaster to self and neighbours) even without or long before a natural disaster strikes.

Neighbourhood watches will eliminate the daily threats of 'smaller' disastrous effects of random or planned assaults, robberies, rapes and murders.

Cleanliness eliminates the risk of disease, gives a sense of well being, inculcates a cycle of good civic sense and co-operation.

Pro-active schemes - recent newspaper articles suggest the ground water reducing to zero in many cities with a need for urgently digging storage pits to 'solve' the problem. Is it possible for neighbourhoods to get together when being formed itself and ensure that a required quantity of rain water is absorbed into the ground instead of entirely draining away to the sea.

Those with gardens can use kitchen and washing machine waste water (with bio-degradable soap) to supplement the domestic supply.

The inference from this post is that little things contribute towards preventing the disaster or disastrous situation in the first place.

Yes, plan and prepare for a big natural disaster - but by starting small, implementing the bigger processes may go according to plan, when actually needed.

It's a culture thing. Either the community has it or not.
