The phenomena of weather is looked upon as mechanical.

That concept needs to be changed. It is electrical. Charges accumulate over certain areas. Most of them are caused by energy from the sun heating a specific area, the heat causes updrafts of hot air. The upper atmosphere is charged with particles from the sun and they are in turn affected by the earths polarity and magnetosphere.
The particles in a small charge do not show up as storms or events easily. However, the larger the charge the more the earth affects it. A turning, depending upon whether north or south of the equator is caused. This becomes more pronounced as the charge becomes larger. Often the charge will ground to other areas and even space.
This turning can cause huge areas to concentrate moisture, wind and updraft. This depends upon land or sea locations. If over land a tornado could be caused or at sea a hurricane or worse.

Large enough charge is the problem. Certain things are needed for this to happen. Solar pressure, ground temperature and humidity, the earth's magnetism is a constant in either direction.

With the advent of global warming, the ground and sea temperature has risen. This increases updraft, the amount of moisture rising (and it will rise much higher) and the amount of charge. We are seeing more and larger more violent weather events because of this.

The simplest way to combat this is to ground out the charge, if it is not there the event cannot happen.
Wind is at the mercy of charge, you can see this if you compare low and high pressure areas, the amount of charge acts differently in each area. It becomes a cycle.

Grounding the charge could be an effective way of preventing large storms, forest fires, hail damage and flooding. Not to mention killer winds that force storm surge into inhabited areas.

We already use wire guided missiles, all one would need is a larger system, preferably reusable with a way of keeping aloft for several hours, a very good ground.

This is minimalist of course but it could be done and our time is running out.

To ground the charge a balloon could hold the line in place and one could even build a way of storing the energy for use, or converting it to mechanical/electrical energy

Actually, the root is 'difference in potential' All differences in potential where redundant can be harnessed to produce energy -> in turn -> electricity.

It could also power directly motorgenerator sets to provide a/c voltages, to be added to the grid. Using a large system with a huge flywheel to create the steady energy needed to power the generator. The weather would de intensify with the use of more systems in place. All cloud systems seem to use charge to attract themselves to mountainous areas as well. That leaves open the idea of height from mountain ranges to do this.

I like the idea of the possibility of storing the energy. Or maybe, converting 'on the fly' to energy fed to existing electrical grid.
